Barbara J. Bullock (nee Kincaid), 76, of Washington, passed away on Thursday, January 10, 2019, at Grandview Healthcare Center. She was born on November 17, 1942, in East St. Louis, Illinois to the late Robert and Mary (nee Janik) Kincaid.
